Devil is God in this soul exchange disguised and though evil seeming, sparky and arrogant seeming he is only this way because he knows when he is able to gather souls; able to find which souls belong together as mates. In this he is basically the shopkeep that has no intent of matching his soul for he feel he has no soul but can still manage to find the perfect person for others for the right price.

They find that though for a price he can find the perfect match, if the price is not good to him then he matches the people up terribly with someone who will be a bad couple but stay together...

In time another man that is God but is the Devil comes up to him and watches his store. The people who find he was matching people up like this, he gets in trouble. The Devil then takes the store from God and runs the shop properly, not taking the souls but instead connecting them for the price of never wronging their partner... otherwise... he will take their souls... and it will be worse than what God would do.
